Somalia's al-Shabab militants said they carried out a mortar attack on the presidential palace in the capital Mogadishu on Thursday, but there were no immediate reports of casualties.
The al-Qaida-affiliated group was pushed out of Mogadishu by African peacekeeping forces in 2011 but has waged a series of gun and grenade attacks to try to overthrow the government and impose its strict version of sharia law.
“We attacked the palace with mortar shells today. Several landed inside the palace,” al-Shabab's military operation spokesman told Reuters.
Police said several mortars landed near the palace, but it was not immediately clear whether anyone had been hit. “We are investigating those who are behind the attack and where they were fired from,” said Captain Ali Hussein, a police officer.
Somalia is trying to rebuild after two decades of civil war and lawlessness, but persistent attacks in the capital have complicated that effort. The fragile government is being backed by international aid aimed at preventing it from becoming a haven for al-Qaida-style militants in East Africa.

During his four-day visit to Russia, Anastasiades held talks with Russian President Vladimir Putin, which resulted in the signing of a military cooperation deal to allow Russian navy vessels to regularly make calls at ports in Cyprus.
Besides meeting his Russian counterpart, the Cypriot leader, who was accompanied by Foreign Minister Ioannis Kasoulides, Minister of Energy, Commerce, Industry and Tourism Yiorgos Lakkotrypis and government spokesperson Nicos Christodoulides, also held talks with Foreign Minister Sergei Lavrov.

Συμφωνία Αναστασιάδη-Πούτιν για ελλιμενισμό ρώσικων πολεμικών στη Λεμεσό.
Με μια αναφοράa που είχε ως στόχο το ιερατείο της Ε.Ε. αλλά και πέραν του Ατλαντικού, έκλεισε η συνάντηση του προέδρου της Ρωσικής Ομοσπονδίας Βλαντίμιρ Πούτιν με τον Κύπριο ομόλογό του Νίκο Αναστασιάδη, με τον οποίο συνυπέγραψε 11 διακρατικές συμφωνίες που αφορούν όλο το φάσμα της κοινωνικής και οικονομικής ζωής.
«Η συνεργασία μας δεν βλάπτει κανέναν!», δήλωσε με νόημα ο πρόεδρος Πούτιν στη συνέντευξη Τύπου μετά τις συνομιλίες. Μεταξύ των συμφωνιών που υπεγράφησαν ήταν και στρατιωτικές, οι οποίες είναι ξεκάθαρο ότι αλλάζουν το στρατιωτικό στάτους κβο στην Μεσόγειο. Και αυτό γιατί:
Σύμφωνα με την υπογραφείσα συμφωνία, ο ρωσικός στόλος στο εξής, θα ελλιμενίζεται πλέον ελεύθερα σε λιμάνια της Κύπρου, κάτι που δεν υπήρξε ποτέ στο παρελθόν. Επιπροσθέτως, προ ημερών, η κυπριακή κυβέρνηση αποφάσισε την παραχώρηση του αεροδρομίου «Ανδρέας Παπανδρέου» στη ρωσική αεροπορία, προκειμένου να το χρησιμοποιούν τα ρωσικά πολεμικά αεροσκάφη. Έτσι, η επίσκεψη Αναστασιάδη στην Μόσχα, δημιουργεί μια για νέα σελίδα στις ρωσοκυπριακές σχέσεις, οι οποίες αποκτούν ακόμη πιο ισχυρή βάση αλλά και νέα επίπεδα στον τομέα των διμερών συνεργασιών.
Αναφερόμενος στις στρατιωτικές συμφωνίες που υπεγράφησαν, ο πρόεδρος Πούτιν, επισήμανε ότι «η συνεργασία μεταξύ Ρωσίας και Κύπρου στον στρατιωτικό τομέα, συμπεριλαμβανομένων των ρωσικών πλοίων στα κυπριακά λιμάνια, δεν στρέφεται εναντίον κανενός». Και εξήγησε ότι η συνεργασία στον τομέα του Πολεμικού Ναυτικού αφορά στα ρωσικά πλοία, τα οποία θα λάβουν μέρος σε διεθνείς προσπάθειες για την καταπολέμηση της τρομοκρατίας και της πειρατείας. Ωστόσο, ο πρόεδρος Πούτιν προχώρησε και σε μια δήλωση που είναι σαφές ποιοι είναι οι αποδέκτες, η οποία θεωρείται βέβαιο ότι αποτελεί «οδηγό» και για τις επικείμενες συναντήσεις κορυφής και συμφωνίες που θα υπογραφούν μεταξύ Ελλάδας και Ρωσίας. «Δε νομίζω ότι μπορεί να ενοχλεί κάποιον», είπε ο πρόεδρος Πούτιν και πρόσθεσε:
« Είμαι σίγουρος ότι είναι το κοινό μας έργο, και με αυτή την έννοια μπορούμε να μιλάμε και για τη συμβολή της Κύπρου σε αυτό το κοινό έργο, το οποίο θα αποδώσει τα αποτελέσματα στους σημαντικότερους τομείς στον αγώνα με τις νέες προκλήσεις, που σήμερα αντιμετωπίζουμε, συμπεριλαμβανομένης και αυτής της περιοχής του κόσμου». Παράλληλα, αποφασίστηκε και η παράταση της εξόφλησης του ρωσικού δανείου προς την Κύπρο ύψους 2,5 δις ευρώ, που συνήψε το 2011 από το 2018 στο 2022, και μείωση του επιτοκίου από το 4,5% σε 2,5%, ενέκρινε η Κρατική Δούμα, μετά από πρόταση της ρωσικής κυβέρνησης.
Ρωσικό δάνειο – κυρώσεις
Εξ’ άλλου, η συνάντηση είχε και μια απόφαση που δίνει οικονομική ανάσα στην Κύπρο. Μετά από πρόταση της ρωσικής κυβέρνησης η κρατική Δούμα αποφάσισε παράταση της εξόφλησης του ρωσικού δανείου προς την Κύπρο ύψους 2,5 δις ευρώ, από το 2018 στο 2022, και μείωση του επιτοκίου από το 4,5% σε 2,5%.
Ο πρόεδρος της Δούμας κ. Ναρίσκιν ευχαρίστησε την κυπριακή κυβέρνηση και την κυπριακή Βουλή, για τη σταθερή θέση αρχών που τηρεί η Κύπρος στο θέμα της ουκρανικής κρίσης, ενώ από την πλευρά του ο κ. Αναστασιάδης επισήμανε τη θετική στάση της Ρωσίας στο Κυπριακό, τόσο στο Συμβούλιο Ασφαλείας των Ηνωμένων Εθνών όσο και σε όλα τα διεθνή βήματα.

The remains of the extinct creature – a particularly rare and historic find due to its age – were handed over to the Academy of Sciences in Yakutsk, the capital of the Sakha (Yakutia) Republic, on Wednesday. The baby woolly rhino was found last September by Aleksandr Banderov, a hunter and businessman, and his friend, on the right bank of a stream flowing into the Semyulyakh River.
A baby woolly rhinoceros, dubbed “Sasha,” has been recently unearthed in Russian region of Yakutia, becoming a sensation for paleontologists.

“We were sailing past a ravine and noticed hair hanging on the top of it,” Aleksandr told the local YSIA news agency.“At first we thought it was a reindeer's carcass, but after it thawed and fell down we saw a horn on its upper jaw and realized it must be a rhino. The part of the carcass that stuck out of the ice was eaten by wild animals, but the rest of it was inside the permafrost and preserved well.”
The cub’s skull and face is quite clearly visible, and an ear, one eye, its nostrils, and teeth are in good condition, as well as the wool. The remnants of two horns were also found, though the carcass, that weighs about 60 kg, was half gnawed. Now, Russian scientists will try to extract DNA and conduct certain tests to find out the exact age of the cub and the date it died.

“If the adult's morphology is known, we know nothing about the children. So far we have even not come across teeth, and now we have a skull, head, soft tissue, teeth, hopefully, in good condition at our disposal. First, of course, we will watch DNA, because the object is not thawed and it is quite possible its DNA preserved better than the previous findings' one. I think we can tell about the first results in a week or two,” said Albert Protopopov, the head of the Mammoth Fauna Department of Sakha Republic Academy of Sciences.
The woolly rhino, which is believed to have become extinct around 10,000 years ago, was common throughout Europe and northern Asia during the Pleistocene epoch. Though surviving the last glacial period, the species could have died out due to the climate change or hunting by humans.
That is why the discovered remains are at least 10,000 years old. The scientists have also estimated that the cub was about 18 months old when it died.

“The find is absolutely unique. We can count a number of adult woolly rhinos found around the world on fingers of one hand. A baby rhino was never found before,” Protopopov told The Siberian Times. “Even to find a skull of a baby rhino is very lucky indeed. The possible explanation to it is that rhinos bred very slowly. Mothers protected baby rhinos really well, so that cases of successful attacks on them were extremely rare and the mortality rate was very low.”
In the 21st century, there was only one time, in 2007, when a frozen carcass of a grown-up woolly rhino was found in Yakutia. Mummified woolly rhinos were found throughout the 20th century, but they were “not usable for studies,” according to Protopopov. Another two mummies of adult rhinos were found in Poland’s Krakow and Ukraine’s Lvov.

In general, woolly rhinos are less studied than mammoths, and their cubs are even less known to science. Russian and foreign scientists involved in the research hope that “Sasha” will help shed some light on the conditions these animals lived in. The first results are to be reported in a few weeks, but a more thorough analysis could take up to six months.
“Sasha” was named after Banderov, who found it and handed over to the Sakha Republic Academy of Sciences.

KIRKUK, Kurdistan Region – Kirkuk is in Kurdistan and “will never fall to the enemy again,” Kurdish President Massoud Barzani vowed, declaring that Iraq’s Kurds would die defending the city from the Islamic State (ISIS).
“Kirkuk is as important to the enemy as it is to us,” Barzani said after visiting some of the highest-ranking Kurdish military leaders, frontline commanders and the Kirkuk governor on Tuesday. 
“It is important to them in terms of morale and politically -- if they manage to take Kirkuk. But they must know that either we will all die, or Kirkuk will never fall to the enemy ever again,” he promised. “We will keep Kirkuk even if we have to withdraw forces from other areas.”
Peshmerga forces secured Kirkuk, following an ISIS blitzkrieg across Iraq in June, and reinforced troops already stationed there to prevent the city from falling to the religious zealots.  The oil-rich and multi-ethnic city – which is also claimed by Iraq’s Arabs – is regarded by the Kurds as the capital of a future state.
Barzani arrived in the city for the first time since a massive ISIS assault last month, in which dozens of Peshmerga were killed. In addition, 17 Peshmerga soldiers were taken captive by ISIS on the night of January 30 in a surprise attack, and last week paraded in orange jumpsuits inside cages in Hawija, south of Kirkuk.
The president warned that ISIS would pay dearly if it harmed those captives.
“The enemy should know that if those Peshmerga are killed, it will cost them heavily. Those who commit the crime and those who applaud will pay dearly. This is not something to pass easily,” he said.
Barzani also issued a reassurance to all Kirkuk residents, saying the Peshmerga were there to defend them all, “Arabs, Turkmen and Christians, not only the Kurds.”
Speaking from the frontlines, he said that the Kurds had not chosen war, but that it had been imposed on them. “We do not have any other way but to defend ourselves as a nation,” he said. “What the brave Peshmerga have done has impressed the whole world.”
ISIS militants have launched numerous attacks against the Peshmerga on many fronts, especially Kirkuk, Gwer and Makhmour since they were pushed back from the region in September.
“The enemy has managed twice to inflict damage on us. It is certainly not from their bravery, but it means there are shortcomings on our end which we shall look to address,” the president promised.
“In the beginning the enemy exploited some of our weaknesses, but soon the Peshmerga gained great experience and learned the enemy’s war tactics and acquired better weapons. Wherever we are vigilant and alert, the enemy hasn’t been able to do anything,” he said.
“The legend that ISIS was invincible and unbreakable is gone and this was done by the Peshmerga,” Barzani declared. “We will have to push away the enemy threat from Kirkuk.” 
Turning to the support to ISIS in Iraq’s Sunni Arab heartland, which allowed the militants to sweep through and capture a third of the country, Barzani called on Arabs who understood the ISIS menace to come forward with action, not words alone.
“We don’t want to get into a war as a nation with the Arabs,” he said. “But who and where are those Arabs who are against ISIS? If there are any, then we shall thank and let them help, but with action not words. 
“But we cannot turn a blind eye if they become a shelter for ISIS, who keep attacking us from their areas,” Barzani warned. “If you are with ISIS, it is fine, and if you are against ISIS then come forward and send your people to fight ISIS like the Peshmerga does. Play your role.”
Referring to statements by Baghdad-backed Shiite militias that have said they will send forces to help defend Kirkuk, Barzani declared it was up to the Peshmerga to decide when they needed help, and who from.
“Our principle is this: we spare no effort to fight ISIS wherever we can and we thank anyone who is doing the same,” he said. “If we need anyone’s help, we should be the ones to do decide,” he added. “Unless we make such a decision no other force is allowed in Kirkuk.” 
Militia leader Hadi al-Amri, who visited Kirkuk earlier this month, said last week that his forces would be deployed in Kirkuk to help defeat ISIS.
Barzani also ruled out redeployment in Kirkuk of the Iraqi army, which collapsed and fled in June before the ISIS offensive.     
“They talk about bringing back the 12th division to Kirkuk, but that won’t happen,” Barzani vowed. “The 12th division will never set foot in Kirkuk. The past mistake will not be repeated.”
He added, “Today’s reality has been achieved with precious blood and we will not tolerate any change to these borders. Everyone should keep this in mind. The Peshmerga have paid with their lives and blood and therefore noon else should think of coming here to decide or rule.”
He declared, “I am not saying we are imposing ourselves here. I will repeat again that the people of Kirkuk are the ones to decide their future. The decision and will of the people of Kirkuk should be respected.”
Barzani reiterated that in Mosul – Iraq’s second-largest city that has been under ISIS control since summer – the Peshmerga would play their role in helping to liberate the city, but that the greater onus lay on government forces and the local people.
“The government forces should play the main role of liberating the city, but because it is still a threat to us we will play our role too,” Barzani said. “As long as ISIS is in Mosul, they will pose a threat to Kurdistan.”
Returning to Kirkuk, Barzani said he wanted to correct a misconception: “Some people say that we have occupied Kirkuk. This is wrong. The Peshmerga were always in Kirkuk. Kirkuk is a city in Kurdistan and its Kurdish identity is not debatable. We are defending Kirkuk not occupying it.”
