Russia's commercial workhorse rocket opens this year's space deliveries with the launch of a Turkish communications satellite. A Proton-M/Briz-M launch vehicle lifted off from Baikonur Cosmodrome's Pad 24 at Site 81 on February 15, 2014, at 01:09:03Moscow Time. The rocket is carrying the 4,850-kilogram Turksat-4A communications satellite. The first, second and third stages of the launch vehicle were to use a standard ascent profile to place the payload section including Briz-M upper stage and the Turksat-4A satellite into a sub-orbital trajectory. Briz-M will then perform five engine firings to advance the orbital unit first to a circular parking orbit, then to an intermediate orbit, followed by a transfer orbit, and, finally, to a geostationary transfer orbit. Separation of the Turksat-4A satellite is scheduled to occur approximately 9 hours, 13 minutes after liftoff at a 9,673 by 35,786-kilometer orbit with an inclination 12.7 degrees toward the Equator. The satellite will later use its own propulsion system to enter a geostationary orbit 36,000 kilometers above the Equator.


Paleontologists Discover Oldest Feathered Dinosaur "Archaeopteryx"

A Jurassic fossil that had been languishing in the archives of a Chinese museum may qualify as the first known bird, researchers say. If they are right, it could mean that flight evolved in dinosaurs only once, in the lineage that led to modern birds.

The single specimen of Aurornis xui was unearthed by a farmer in China's Liaoning Province and had been unidentified until palaeontologist Pascal Godefroit found it last year in the museum at the Fossil and Geology Park in Yizhou.

The specimen measures about half a metre from the tip of its beak to the end of its tail. The feathered
dinosaur, which lived about 150 million years ago, had small, sharp teeth. It also had long forelimbs that presumably helped it to glide through Jurassic forests.

“In my opinion, it's a bird,” says Godefroit, who is at the Royal Belgian Institute of Natural Sciences in Brussels. “But these sorts of hypotheses are very controversial. We’re at the origins of a group. The differences between birds and [non-avian] dinosaurs are very thin.” Godefroit and his colleagues describe the fossil in a paper published on Nature's website today.

Godefroit says that Aurornis probably couldn’t fly, but that it's hard to be sure because the feathers of the fossil are not well-preserved. Instead, he says, it probably used its wings to glide from tree to tree. But, Godefroit says, several features, including its hip bones, clearly mark it out as a relative of modern birds.

Godefroit and his colleagues contend that Aurornis is the oldest known member of the Avialae, the group that includes every animal that is more closely related to modern birds than to non-avian dinosaurs such as Velociraptor. With Aurornis rooted at the base of the avian tree, the researchers place Archaeopteryx further up the trunk, firmly within the Avialae lineage, and not with the non-avian dinosaurs as other researchers recently suggested.

Godefroit notes that putting Archaeopteryx back within the bird lineage means that powered flight need have evolved only once among birds and dinosaurs. If Archaeopteryx, with its relatively well-developed wings, was more closely related to Velociraptor than to birds, powered flight would have had to evolve twice.
fossils have surfaced in China. Godefroit sees a clear continuum from Aurornis to the more advanced Archaeopteryx, whose own place on the avian family tree has long been a matter of controversy.

Not everyone is convinced of Aurornis’s primacy. Luis Chiappe, director of the Dinosaur Institute at the Natural History Museum of Los Angeles in California, believes that Archaeopteryx is still the oldest known creature that deserves the title of 'bird'. Aurornis, he says, “is something that’s very close to the origin of birds, but it’s not a bird”. But, he adds, it is a “great, interesting specimen that pushes our understanding of the evolution of birds back another 10 million years”.

Godefroit says that such institutions such as the museum in Yizhou hold hundreds of yet-to-be described specimens that could further illuminate the picture of avian evolution. “The biodiversity of these small, bird-like dinosaurs was incredible,” he says.

Humpbacks make a splash on World Whale Day

There's much to celebrate when it comes to the charismatic and graceful humpback whale. These beautiful behemoths almost didn't make it to the party.

One of the most charismatic of whale species is the humpback. With their long flukes like dancers' arms, their exciting and acrobatic leaps from the water, and their — let's be honest here — adorable frowny faces, humpbacks steal our hearts. In fact, they even get their own holiday. World Whale Day honors the return of humpback whales to Maui during their seasonal migration.
 
The waters off of Maui are the principle mares for mating and calving for humpback whales in the U.S., so the return of these charismatic and gentle giants every year is a wonderful event. World Whale Day is celebrated on Feb. 15, and in Maui features a parade, performances, food and festivities. And there's a whale-sized reason to celebrate this day: humpbacks almost never came back at all.

Like many whale species, humpbacks were the target of commercial hunters. During the 19th century, the whales were hunted all along the coast, and as the technology of ships and weapons became more sophisticated, the whales didn't stand much of a chance. By 1966, the species was nearly wiped out with only about 5,000 individuals remaining worldwide. Thankfully, this was the year that the Whaling Commission issued a ban on their hunting to prevent extinction. Since protections were put in place, humpback numbers have rebounded to around 20,000 individuals today.
 
It will still be a long time before humpbacks reach their historic numbers, but in the meantime, whale watchers have been excited to see the species' numbers grow and have made the whales' feeding activity into a spectator sport.

California has seen amazing activity from humpback whales in the last few years, with feeding frenzies becoming almost a common sight during their stay along the coast.Kayakers, whale-watchers and photographers came out in droves to witness the activity. And divers have gotten a little too close to the bubble nets of feeding humpbacks, almost becoming part of the meal themselves. Actually, how humpbacks feed is interesting in and of itself.
 
A pod of humpbacks will locate a school of fish. Working in unison, they will swim in a circle below the fish, blowing bubbles in a "net" to corral the fish and force them toward the surface. As the fish gather into a tight ball, the whales make their move and lunge upward, mouths open, to catch as many fish as they can in a huge gulp.

The whales attract other animals to the bait balls they create. Sea birds are all like, "Yesss!!"

Police say they have broken up a crime syndicate and arrested 12 people over USD 13.5 million drug haul seized in New South Wales.

Police in New South Wales said on Thursday that they have broken up a drugs syndicate and arrested 12 people over a $13.5 million haul of methamphetamine.

Police video filmed on Wednesday showed officers arresting three men in Gundagai in southern New South Wales.

Authorities, in a statement released on Thursday, said the group has produced and sold large amounts of cannabis and methamphetamine, also known as ice.

Police said they seized nine kilograms of ice with an estimated street value of A$9 million (USD 8 million) in a raid at Gundagai.

Police added they also raided another 11 properties Wednesday in Sydney, Canberra and near Griffith, Cowra and Batemans Bay.

The more observant of you will have noticed I have changed the images.  It turns out that the earlier ones weren’t from this earthquake!
A shallow (10 km deep) earthquake of this magnitude certainly has the potential to generate significant numbers of landslides (and of course damage), but of course the human impacts are fortunately limited because of the low population density in this area.  Indeed Xinhua is reporting no casualties and about 7,000 people affected.
However, this event could be interesting from a landslide perspective.  Xinhua has a set of images of the area affected by the earthquake.  One of them shows a landslide-affected road:

Fossils reveal earliest known live birth

The fossil embryos of three little ichthyosaurs are preserved within the body of their mother that died while giving birth, 248 million years ago.
Three embryos found among the partial fossil remains of an adult ichthyosaur in China could be the earliest-known evidence of a live birth in the fossil record. The discovery strongly supports a theory that these ancient marine reptiles evolved from creatures that gave birth on land. Paleontologists announced the discovery of these 248-million-year-old fossils in a paper published on February 12, 2014 in the journal PLOS One.
Dr. Ryosuke Motani from the University of California, Davis, the paper’s lead author, said in a press release:
The study reports the oldest vertebrate fossil to capture the ‘moment’ of live-birth, with a baby emerging from the pelvis of its mother. The 248-million-year old fossil of an ichthyosaur suggests that live-bearing evolved on land and not in the sea.
The fossils found in China belonged to a genus of ichthyosaur called Chaohusaurus. Having lived 248 million years ago, Chaohusaurus represented an early phase in the evolutionary history of ichthyosaurs. Partial remains of an adult showed three embryo skeletons associated with it. One embryo appeared to be inside the mother’s body, while another was half-way emerged, head-first, from the mother’s pelvis. A third baby appeared to have already been born, lying outside its mother’s fossil skeleton. Given the placement of the embryos, paleontologists believe that this mother died while giving birth.

During the Mesozoic era, from 250 to 65 million years ago, while dinosaurs walked the Earth, large air-breathing marine reptiles ruled the seas. Ichthyosaurs were a dominant presence in the oceans for much of that time, from about 250 to 90 million years ago. They were fast strong swimmers, shaped very much like modern-day tuna and mackerel.
Previously, scientists thought that the development of embryos inside a mother’s body for Mesozoic marine reptiles was an aquatic adaptation. Discovery of the Chaohusaurus mother and embryos strongly suggests otherwise. The head-first emergence of the baby suggests that the ancestors of these early ichthyosaurs gave birth on land. In contrast, whales and dolphins are usually born tail-first, presumably so that the calf does not drown during the birthing process. It’s possible that further along in their evolutionary history, ichthyosaurs may have also adapted tail-first birth of their young.

Bottom line: Scientists have discovered the fossil remains of a 248-million-year-old adult ichthyosaur in China that reveals the earliest-known live birth. They found three embryos with the fossil, including one that appeared to be emerging head-first from its mother’s pelvis, indicating that these marine reptiles evolved from ancestors that gave birth on land. These findings were announced in a paper published on February 12, 2014 in the journal PLOS One.

Στην τελική ευθεία για την κατασκευή τους μπαίνουν τα υδατοδρόμια, έπειτα από την ανάρτηση στη «Διαύγεια» της σχετικής εγκυκλίου της γενικής γραμματείας Λιμένων Λιμενικής Πολιτικής και Ναυτιλιακών Επενδύσεων, με τις προβλεπόμενες διαδικασίες και προϋποθέσεις που ορίζονται για την αδειοδότηση και μεταβίβαση αδειών λειτουργίας υδατοδρομίων.
Ο νόμος προβλέπει ότι απαιτούνται 65 εργάσιμες ημέρες, για να βγει μια άδεια από την ημέρα που θα υποβληθεί ο τεχνικός φάκελος στο υπουργείο Μεταφορών και Δικτύων και στη συνέχεια στο υπουργείο Ναυτιλίας και Αιγαίου.
Σήμερα 11 νησιά ζητούν να την άδεια να δημιουργήσουν υδατοδρόμια και οργανισμοί λιμένος και λιμενικά ταμεία έχουν ζητήσει αδειοδότηση για τη λειτουργία υδατοδρομίων.
Ο Οργανισμός Λιμένος Κέρκυρας έχει ζητήσει ήδη την αδειοδότηση τεσσάρων υδατοδρομίων τα οποία αφορούν την Κέρκυρα, τους Παξούς, την Ερείκουσα και τους Οθωνούς.
Επίσης άδεια για υδατοδρόμιο έχουν ζητήσει ο Οργανισμός Λιμένος Πατρών, ο Οργανισμός Λιμένος Λαυρίου, ο Οργανισμός Λιμένος Ηρακλείου, ο οργανισμός Λιμένος Βόλου, το δημοτικό λιμενικό ταμείο Σκύρου, το δημοτικό λιμενικό ταμείο Ρεθύμνου και το δημοτικό λιμενικό ταμείο Ζακύνθου.
Όταν ολοκληρωθεί η αδειοδότηση των υδατοδρομίων, οι οργανισμοί λιμένος θα μπορούν να προχωρήσουν σε εκδήλωση ενδιαφέροντος για την παραχώρηση μισθώματος της χρήσης τους έπειτα από διαγωνισμό σε οποιαδήποτε εταιρεία έχει την ανάλογη εμπειρία και γνώση.

An international team of astronomers has discovered the first Earth-mass planet that transits, or crosses in front of, its host star. KOI-314c is the lightest planet to have both its mass and physical size measured. Surprisingly, although the planet weighs the same as Earth, it is 60 percent larger in diameter, meaning that it must have a very thick, gaseous atmosphere.
"This planet might have the same mass as Earth, but it is certainly not Earth-like," says David Kipping of the Harvard-Smithsonian Center for Astrophysics (CfA), lead author of the discovery. "It proves that there is no clear dividing line between rocky worlds like Earth and fluffier planets like water worlds or gas giants."
Kipping presented this discovery today in a press conference at the 223rd meeting of the American Astronomical Society.
The team gleaned the planet's characteristics using data from NASA's Kepler spacecraft. KOI-314c orbits a dim, red dwarf star located approximately 200 light-years away. It circles its star every 23 days. The team estimates its temperature to be 220 degrees Fahrenheit, too hot for life as we know it.
KOI-314c is only 30 percent denser than water. This suggests that the planet is enveloped by a significant atmosphere of hydrogen and helium hundreds of miles thick. It might have begun life as a mini-Neptune and lost some of its atmospheric gases over time, boiled off by the intense radiation of its star.
Weighing such a small planet was a challenge. Conventionally, astronomers measure the mass of an exoplanet by measuring the tiny wobbles of the parent star induced by the planet's gravity. This radial velocity method is extremely difficult for a planet with Earth's mass. The previous record holder for a planet with a measured mass (Kepler-78b) weighed 70 percent more than Earth.
To weigh KOI-314c, the team relied on a different technique known as transit timing variations (TTV). This method can only be used when more than one planet orbits a star. The two planets tug on each other, slightly changing the times that they transit their star.
"Rather than looking for a wobbling star, we essentially look for a wobbling planet," explains second author David Nesvorny of the Southwest Research Institute (SwRI). "Kepler saw two planets transiting in front of the same star over and over again. By measuring the times at which these transits occurred very carefully, we were able to discover that the two planets are locked in an intricate dance of tiny wobbles giving away their masses."
The second planet in the system, KOI-314b, is about the same size as KOI-314c but significantly denser, weighing about 4 times as much as Earth. It orbits the star every 13 days, meaning it is in a 5-to-3 resonance with the outer planet.
TTV is a very young method of finding and studying exoplanets, first used successfully in 2010. This new measurement shows the potential power of TTV, particularly when it comes to low-mass planets difficult to study using traditional techniques.
"We are bringing transit timing variations to maturity," adds Kipping.
The planet was discovered by chance by the team as they scoured the Kepler data not for exoplanets, but for exomoons. The Hunt for Exomoons with Kepler (HEK) project, led by Kipping, scans through Kepler's planet haul looking for TTV, which can also be a signature of an exomoon.
"When we noticed this planet showed transit timing variations, the signature was clearly due to the other planet in the system and not a moon. At first we were disappointed it wasn't a moon but then we soon realized it was an extraordinary measurement," says Kipping.
This research was funded by NASA and the National Science Foundation. A paper detailing the findings has been submitted to The Astrophysical Journal. Its authors are Kipping (CfA), Nesvorny (SwRI), Lars Buchhave (Niels Bohr Institute), Joel Hartman and Gaspar Bakos (Princeton University), and Allan Schmitt (Citizen Science). The paper is available online.
Headquartered in Cambridge, Mass., the Harvard-Smithsonian Center for Astrophysics (CfA) is a joint collaboration between the Smithsonian Astrophysical Observatory and the Harvard College Observatory. CfA scientists, organized into six research divisions, study the origin, evolution and ultimate fate of the universe.

Το Υπουργείο Αγροτικής Ανάπτυξης και Τροφίμων προκηρύσσει νέα πρόσκληση για το Μέτρο 112 «Εγκατάσταση Νέων Γεωργών» ύψους 140 εκατ. € ώστε να μπορέσουν ενταχθούν άμεσα περισσότερα από 8.000 άτομα που επιθυμούν να ασχοληθούν με τις αγροτικές εκμεταλλεύσεις.
Η προκήρυξη για το πρόγραμμα νέων αγροτών,  την οποία υπογράφει ο Υπουργός Αγροτικής Ανάπτυξης και Τροφίμων κ. Αθανάσιος Τσαυτάρης ήδη δημοσιεύθηκε στην Εφημερίδα της Κυβέρνησης (ΦΕΚ 3255/Β΄/20.12.2013).
Οι όροι και οι προϋποθέσεις ένταξης των υποψηφίων νέων γεωργών στο εν λόγω Μέτρο, οι εμπλεκόμενοι φορείς, η διαδικασία αξιολόγησης και έγκρισης των δικαιούχων, η διαδικασία καταβολής των οικονομικών ενισχύσεων, καθώς και οι υποχρεώσεις των επενδυτών αναφέρονται στην αριθμ. 704/2008 ΚΥΑ, όπως τροποποιήθηκε και ισχύει, στην αναλυτική Πρόσκληση του Μέτρου (ΦΕΚ 3255/Β΄/20.12.2013) καθώς και στην αριθμ. πρωτ. 26983/19-12-2013 (ΦΕΚ 3254/Β΄/20.12.2013) απόφαση του Υπουργού Αγροτικής Ανάπτυξης και Τροφίμων «Έγκριση φακέλου υποψηφιότητας Νέου Γεωργού - Οδηγού Συμπλήρωσης Αξιολόγησης Φακέλου Υποψηφιότητας για τη 2η πρόσκληση υποβολής αιτήσεων ενίσχυσης έτους 2014».

Στόχος του παρόντος προγράμματος είναι η πληθυσμιακή αναζωογόνηση της υπαίθρου με την εγκατάσταση νέων ανθρώπων κάτω των 40 ετών, μέσω της παροχής κινήτρων, προκειμένου να διευκολυνθεί η αρχική τους εγκατάσταση και η διαρθρωτική προσαρμογή των εκμεταλλεύσεων τους με την υποβολή επιχειρηματικού σχεδίου, γεγονός που θα συμβάλει θετικά, τόσο στην απασχόληση, όσο και στη διατήρηση του πληθυσμού στην ύπαιθρο.
Δικαίωμα υποβολής αίτησης ενίσχυσης στο Μέτρο έχουν φυσικά πρόσωπα, μόνιμοι κάτοικοι της Ελληνικής Επικράτειας, εγγεγραμμένοι στο Ολοκληρωμένο Σύστημα Διαχείρισης και Ελέγχου (Ο.Σ.Δ.Ε.), που εγκαταστάθηκαν για πρώτη φορά ως αρχηγοί γεωργικής εκμετάλλευσης, κατά το 14μηνο που προηγείται της ημερομηνίας υποβολής της αίτησης ενίσχυσης, εφόσον στο πρόσωπό τους, κατά την ημερομηνία υποβολής της αίτησης ενίσχυσης, πληρούνται αθροιστικά οι ακόλουθες προϋποθέσεις:
α) Έχουν συμπληρώσει το 18ο έτος της ηλικίας τους, έχουν πλήρη δικαιοπρακτική ικανότητα σύμφωνα με τις διατάξεις του Αστικού Κώδικα και φερεγγυότητα και δεν έχουν συμπληρώσει το 40ο έτος της ηλικίας τους.
β) Είναι μόνιμοι κάτοικοι περιοχής εφαρμογής του Μέτρου.
Πιο συγκεκριμένα ο υποψήφιος θα πρέπει να είναι μόνιμος κάτοικος περιοχής:
• Ορεινής ή μειονεκτικής Δημοτικής ή Τοπικής Κοινότητας και Οικισμού.
• Δημοτικής ή Τοπικής Κοινότητας κανονικής περιοχής με πραγματικό πληθυσμό έως 100.000 κατοίκους.
γ) Η γεωργική τους εκμετάλλευση έχει ελάχιστο μέγεθος απαιτήσεων σε εργασία μισή (0,5) Μονάδα Ανθρώπινης Εργασίας (1 Μ.Α.Ε. = 1750 ώρες απασχόλησης ανά έτος) και πληροί τις λοιπές προϋποθέσεις του Κεφ. I.Γ2.
δ) Διαθέτουν επαρκή επαγγελματική ικανότητα ή αναλαμβάνουν τη δέσμευση να την αποκτήσουν εντός 36 μηνών από την ημερομηνία λήψης της ατομικής απόφασης έγκρισης.
ε) Υποβάλλουν Επιχειρηματικό Σχέδιο, μέγιστης χρονικής διάρκειας πέντε ετών με δεσμευτικούς στόχους και χρονικές προθεσμίες για την ανάπτυξη των γεωργικών δραστηριοτήτων τους, καθώς και για τη διαρθρωτική προσαρμογή της εκμετάλλευσής τους, αλλά και για την απόκτηση ή συμπλήρωση επαρκούς επαγγελματικής ικανότητας, εφόσον απαιτούνται.
στ) Αναλαμβάνουν τις συμβατικές δεκαετείς μακροχρόνιες υποχρεώσεις.
ζ) Δεν εμπίπτουν στις κατηγορίες μη επιλέξιμων υποψηφίων (Κεφ. I.Γ3).
Ο όρος της πρώτης φοράς για την εγκατάσταση του υποψηφίου ως αρχηγού γεωργικής εκμετάλλευσης, προκειμένου να τύχει των ενισχύσεων του Μέτρου, εκπληρώνεται εφόσον το χρονικό διάστημα που μεσολαβεί μεταξύ της ημερομηνίας πρώτης εγκατάστασης στη γεωργική εκμετάλλευση και της λήψης της απόφασης έγκρισης δεν υπερβαίνει τους δεκαοκτώ (18) μήνες.
Ως περίοδο υποβολής αιτήσεων ενίσχυσης –φακέλων υποψηφιότητας ορίζεται η από 18.3.2014 έως 16.5.2014.

Scantily Clad Russian Olympians Are Making Us Uncomfortable

From journalists revealing the ridiculous conditions of their hotel accommodations, to Sochi officials solving the city's "stray dog probem" by killing the innocent animals, to still-incomplete infrastructure as the games are kicking off, Sochi’s public image is tainted (just like the water), to say the least.

Now, perhaps in an attempt to push those problems out of everyone’s minds, Team Russia has released photos of their female athletes. And they've swapped out their official uniforms (with all that lame fabricand coverage) for racy lingerie.

As the old saying goes: When you want to distract the world from a bunch of glaring issues, publish images of nearly nude, very attractive women. The plan may be working, as proven by plenty of enamored men, including Kier White, who tweeted, “Russia wins the gold medal for hot female athletes” and @OddlyNormal, who admitted on Twitter, "Russia has some hot female Olympians. I didn't read a single word in the article lol.” Many women, meanwhile, have been focusing on the feminist perspective (Ginny Sanderson called the pics "cringey and demeaning").

The offical team pictures, which were posted to AdMe.Ru, feature hockey players, curlers, figure skaters, skeleton sledders, and skiers provocatively posing, some even with equipment from their respective sport. While getting the female athletes and their events some extra attention is admirable, objectifying the women in this way seems to send a distinctly opposite message: Watch these ladies for their gorgeous looks, not raw talent. Team USA's opening ceremony outfits may be officially fugs, but at least they don't reveal any cleavage.
